National Seminar on Indonesian Maritime Law and Sovereignty in Celebration of the 69th Anniversary of the Faculty of Law

Unpatti,- In the framework of the 69th Anniversary Celebration of the Faculty of Law, Universitas Pattimura, the faculty held a National Seminar with the theme "Law and Maritime Sovereignty of Indonesia: Synergizing Regional Development Governance in the Archipelago Region" on Wednesday, October 1 in the Hall of the Faculty of Law Building, Universitas Pattimura.
 
The Chancellor of Universitas Pattimura, Prof. Dr. Fredy Leiwakabessy, M.Pd, expressed his appreciation for the implementation of the National Seminar of the Faculty of Law with the theme "Law and Maritime Sovereignty of Indonesia: Governance and Development of Archipelagic Regions".
 
In his remarks, the Rector stated that academic activities such as the national seminar are a crucial part of the Faculty of Law's strategic efforts to achieve international accreditation. "The Faculty of Law is currently undergoing improvements, both in terms of its systems, academic activities, and learning support facilities. The strategic steps taken are quite impressive, and this national seminar is a concrete manifestation of that strengthening," he said.
 
The seminar also featured accomplished alumni and legal experts, including Maluku Governor Hamra Samal, SH., MH., and Dr. Rahmat from Tadulako University. According to the Rector, the presence of these speakers provided added value in the form of new ideas, concepts, and insights for students and faculty.
 
Prof. Leiwakabessy emphasized the importance of maritime governance, particularly in Maluku, which comprises 92% of its territory and approximately 1.400 islands. "Maritime governance and maritime sovereignty must be a shared concern. It is hoped that this seminar will yield recommendations to be submitted to the central and regional governments, so that the academic forum can make a tangible contribution to development," he explained.
 
Furthermore, the Chancellor hopes that the results of the discussions in the forum will become a shared aspiration to be realized, both within the framework of the responsibilities of the Unpatti Faculty of Law, stakeholders, and the Maluku Provincial Government.
 
Dr. Hendrik Salmon, SH, MH, Dean of the Faculty of Law at Universitas Pattimura, echoed this sentiment in his remarks. He stated that this event was part of a series of events leading up to the culmination of the Dies Natalis celebrations. "We've been talking about Indonesia as an archipelagic nation, but its legal standing hasn't been fully understood. Therefore, through this national seminar, we're strengthening the regional government's policy of building a Maluku maritime axis," he said.
 
Furthermore, Dr. Salmon highlighted the development of the Archipelagic Region Law, currently under discussion. He stated that legal issues related to regional government policies must have a sound foundation for effective implementation. "The Faculty of Law has long been focusing on the academic draft of the Archipelagic Region Law. We hope this regulation will provide greater opportunities for Maluku in developing its archipelagic region," he explained.
 
In addition to the national seminar, the Faculty of Law will also hold an international seminar focusing on customary law and the role of customary law communities. This issue is relevant to the implementation of the new Criminal Code (KUHP) and Criminal Procedure Code, which legitimize customary law communities to act as village peace judges.
 
"However, the procedures and legal force of this authority are not yet clearly stipulated in existing regulations. Therefore, this international seminar will discuss the legal basis and legal standing of indigenous communities in depth," he continued.
Dr. Salmon added that the seminar was also attended by first- and middle-semester students, both offline and online, to provide a platform for participation and feedback from the wider community. "I hope that the goal of building a Maluku maritime axis, as conveyed by the Governor, can be realized successfully with the full support of the community. The Faculty of Law is here to contribute constructive academic thinking," he emphasized.
 
The National Seminar featured Maluku Governor Hendrik Lewerissa, SH, LL.M., Deputy President Director of PT Pelindo Hambra Samal, and several academics as speakers on the topics of Indonesian Maritime Law and Sovereignty and Regional Development Governance in Archipelagic Regions. The event was attended by the entire academic community of the Faculty of Law, Universitas Pattimura.
